What about the good old "Show images" Netscape's feature?
1. "Load images / do not load images" switch should be easily accessible - no more than 2 clicks. (Put it in View menu, or on a toolbar)
2. The "Load all images" button on a toolbar should be ALWAYS available (if you don't see why its absence is annoying, e-mail me, and I'll tell you).
3. Images that weren't loaded should be replaced by distinguishable placeholders, like in IE.
4. These placeholders should have a right-click menu with "Show THIS image" item in it...
