Exactly. The least display problems are browser bugs, the most are web design flaws. Still many pages - like the one in question - are
optimized for a screen resolution of 1024 x 768. That was somewhat the standard about ten years ago (17" screens). So, it made some sense at that time. But nowadays desktops can have much higher screen resolutions (1920 x 1080 or even more), and mobile devices can have much lower resolutions. Under such conditions these
optimized pages are looking all but optimal...
