0.9b4: fullscreen + new layer = bug

Try this:

-Switch into fullscreen mode
-Open new layer using a mouse gesture
-Switch out of fullscreen

The window gets screwed up when you go back to normal mode. Can no one confirm this?

It's an old bug that's been around since the layers plugin was made. It's filed in BTS.
