First of all, my english is poor...
I write some Chinese chars("汉å—测试") in the address bar and pressed Ctrl+G. The url is "http:/ /www.google.cn/search?q=%3F%3F%3F%3F". This url CAN'T work.
When I type the same chars in goole search box, the url becomes "http:/ /www.google.cn/search?hl=zh-CN&newwindow=1&q=%E6%B1%89%E5%AD%97%E6%B5%8B%E8%AF%95&btnG=Google+%E6%90%9C%E7%B4%A2&aq=f&oq=". This url works well.
When I selected the same chars on page and pressed Ctrl+G, the url is "http:/ /www.google.cn/search?q=%E6%B1%89%E5%AD%97%E6%B5%8B%E8%AF%95" which works well.
I had already set [intl.accept_languages] and [intl.content.langcode] in about:config to "zh-CN".

Thanks to the thread you supplied, but the question is not exactly what I encountered.
What I described is the thing happened when I try to search a Chinese word in address bar, all the Chinese characters typed in address bar was been encoded to "%3F" -- I think some one should had forgot there is not only ASCII on our world ^_^
By the way, the "Find as you type" option helps me a lot, I had been depressed for a long time when I try to write a email in KM @_@

Thanks to your option of my english, that made me very happy. ( My English score was always low when I was in school T_T )
