I had this too with KM mfc90 CVS version on XP SP3 (solvable).
Didn't know that it's associated with top, bottom and vtop.

If using vtop:
Doesn't the 'Menu accelerators not working bug' apply too?
You should not use vtop with 1.6b2. You can push tabs on top
with band, if you don't use 'hide tab bar when there is only one tab'.
Only throbber will share the top with tabs, because it is fixed.
It needs some changes in code to work as expected (with bar hiding)
and is on my todo list.
Which version of Windows 7 did you use?

I keep the pref set to band for my personal use since my tab bar & minimal toolbars are on on the same line so to speak, but found this out while testing tabs at the bottom and trying to open a multi-tabbed session. OS is Win7 Home Premium 64bit. I'm not quite sure why the vtop & top values were created since they were always achievable by dragging, but it happens with tabs on bottom on my Win7 PC as I mentioned.

I have KM 1.6.0 beta2 running on Win 7 (32 bit) Home Edition and normally run with tabs a toolbar. I have hide when only one tab and have attached the buttons for open/close to the toolbar. I did the following tests.
1. Open preferences and change tab position to bottom.
2. Used File New Window to create a new window with tabs to bottom.
3. Used Ctrl+T ten times to open empty tabs - no error - tabs at bottom.
4. Close all tabs and close new window.
Repeated the test by changing step 1 to above toolbars and repeated again with step 1 changed to below toolbars. I never got an error.
