Is it possible to remove the " Layers " Tool bar and the K-Meleon Home/ K-Meleon Forum Tool Bars

Yes.

1.) View > Toolbars > You can uncheck layer-bars there.
2.) From Your description I assume that You mean the bar with bookmarks.
That is deactivated from Advanced Preferences > Netscape Bookmarks >
the Middle Tab has checkboxes that let You deactivate that bar.

Apart from that toolbars.cfg in Your profile at the used skin directory can be edited with a text editor. You can change any buttons & some bars from there.
