Cookie settings can't be changed

When I go to Advanced Preferences > Privacy & Security > General, both "Accept Cookies" and "Keep Cookies" are grayed out. How do I enable them? Thanks.

Go to Edit -> Preferences -> Privacy -> Cookie Acceptance

Thank you but I want to know how to access Cookie settings under Advanced Preferences, e.g. the number of days to keep cookies.

Go to Edit -> Preferences -> Privacy -> Cookie Acceptance and select an "Accept..." option to enabled configs options in Advanced Preferences.

How to accept all cookies without asking?

Also, is it possible to automatically accept all cookies without asking for permission for each new website? I selected "Accept all cookies", but it still asks. Thanks.
