Yes, you can disable the Password Manager. See this page for a how-to on customizing preferences:

Hi Andrew

I've read your remarks on disabling the Password Manager. Is there a Password Manager and if so, how do I activate it? I'm lost without having my passwords automatically inserted. I've been spoilt using RoboForm and would if possible, like it to be able to work with K-Meleon - I'd appreciate any help or advise you can offer.

Morton,

K-Meleon should automatically prompt you to store passwords when you visit sites that request them. Is it possible that you disabled it? You might want to check the preference that I listed and if you find that you have disabled it, just change it back.
