That file is found in Edit > Configuration > Toolbars, or manually in your current skin folder.
If you know what you're doing, or if you've made a backup copy of your toolbars.cfg first, then you can change whatever you wish of course and look what happens. It's fun playing with skins and new icons, just remember if something doesn't work anymore, to restore your backup copy of toolbars.cfg. 
Make sure it's really the one that belongs to that skin folder, since most are not exchangable with other skins.[/quote]
