It can be made even much easier: open [b]about:config[/b] and create new boolean key [color=#660000][u]kmeleon.tabs.loadDivertedInBackground[/u][/color] alongside with existing [color=#660000][b]browser.tabs.loadDivertedInBackground[/b][/color] ([sub]this 'equalizes' chrome with exe-file, not vice versa![/sub]), set it to [b]true[/b] - and that's it! This works immediately.

No matter now what is the old key value.

This makes sense if some link or external app produces new window (opened as tab if this was set so). By default all such tabs are opened in foreground even if the box [color=#330000]'open diverted windows in background'[/color] in [b]Preferences->Window Diversion[/b] is checked. 
The tweak described corrects the behavior.

You can check this using the [url=http://www.htmlcodetutorial.com/linking/_A_TARGET_95y98y108y97y110y107y.html]link provided by deadlock[/url]. Just click on the 'a new window' link in the table there.
