This happens because after action from control panel, win 7 adds permission [b]Deny SetValue[/b] in the key UserChoice:
[color=blue]HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\FileExts\.html\UserChoice[/color]

I updated [url=http://kmeleon.sourceforge.net/forum/file.php?9,file=585,filename=win7_km16_HKCU.reg]reg file[/url], now are all the keys there, but from javascript it is probably not possible remove this permission. 
I am also updated [url=http://kmeleon.sourceforge.net/forum/file.php?9,file=587,filename=kmprefs.jar]kmprefs.jar[/url] [s](new file [color=blue]DefaultBrowser.js[/color]), maybe someone has a good idea how to bypass this problem[/s].
