I tried disabling all my paranoia shields and didn't help yet, so there probably must be more to it than setting prefs... More plugins or extensions, perhaps activeX or something... At least I know it can't be the fault of win98, since bingmaps do work on my Opera 9.6, where I haven't disabled or blocked anything. It's intentionally wide open, since I only use it for special cases like that, and wouldn't dare use it for daily browsing. So everything is allowed.

But that bing is really intriguing...
If I get it right, the silverlight is only needed for the newest features like street view and such, which have extremely high resolution, but the "normal stuff" should still work without:
