When you access a site that prompts the View Certificate dialog, the OK and Cancel buttons are missing. The View Certificate button is displayed. Since that doesn't currently work, the View Certificate button should be hidden. The OK and Cancel buttons should be shown.

On further testing, the problem is with the window size, not with the XUL.
If you go into Edit - Preferences - General and select "Allow all windows
to be resized", you can then view the various options. Apparently, the
pop-ups are being sized incorrectly.
